I've disabled intel build on arm, we definitely don't want it.

Any changes done in portage need to be forwarded to the overlay if you don't want them to come back after a few weeks.

Keeping open until fixed in the overlay as well.

I committed a slightly adapted version to the x11 overlay, with
CONFIGURE_OPTIONS="--enable-udev --enable-nouveau-experimental-api $(use_enable !arm intel) $(use_enable !arm radeon)"

And i redesigned it to not run use calls in global scope so fixed. :]
