i'm having the same issue with x11vnc-0.9.9 adding the -xkb to the command line or .x11vncrc file seems to have corrected the issue for me. adding -nomodtweak will also make number keys work fine. Adding -xkb worked for me too. I think this has something to do with the hal useflag. I did disable the hal use flag on my notebook, rebuilt every affected package (emerge -DuN world) and the shift key stopped working. Enabling the hal use flag, and rebuilding affected packages made the shift key work again in x11vnc. I did not try the mentioned -xkb and -nomodtweak command line parameters.
