I'm using x11vnc (autostarted by KDE by a symlink under ~/.kde/Autostart) so I can have persistent sessions.  I can disconnect and reconnect my vnc client, and I'm back where I left off.  That's what I want.

The problem is when I log out of KDE.  I expect X.org to quit, but it doesn't.  After KDE is completely shut down, both X.org and x11vnc continue running.

I can make it all shut down properly by killing either X or x11vnc.  Perhaps the problem is that x11vnc is still connected, but that never seems to be a problem for any other connected client.

No idea what x11vnc does and how it does it. Is it a xorg module? Is it a stand-alone app?

In any case, x11 herd doesn't own x11vnc.

It's a stand-alone app.  I'm not sure how it works either.  It just acts as a VNC server.  Surely someone owns this package.

How do you start KDE ?   not kdm by chance ? 

If yes, then you should configure kdm to kill X server on logout, by default it does not

set TerminateServer=true

in /usr/share/config/kdm/kdmrc
