This patch, originally provided by upstream developers, enables openntpd to adjust the frequency of the clock.  On systems where the frequency is off, an unpatched openntpd will have to repeatedly adjust the time by similar amounts.

I tested this patch on amd64 (hardened profile) and openntpd works with the patch applied. 

This would be a great addition to openntpd.

this is in openntpd-3.9_p1-r3 via debian patchset
