Bug 297328 – sys-apps/portage-2.1.7.9: USE="*" emerge ... doesn't enable all USE flags

While USE="-*" disables all. This would be very useful for testing purposes, allowing to easily check how an ebuild work with all USEs enabled or disabled

I am not sure if this should work or not, since I have found two related bug reports:
http://bugs.gentoo.org/show_bug.cgi?id=83150 -> this is wontfix
http://bugs.gentoo.org/show_bug.cgi?id=108561 -> fixed removing "old compat" code

Then, I don't know if USE="*" is supposed to work and, if not, I don't know if current repoman versions would be affected by it and, about it being used by normal users, I don't know why enabling all USE flags would be worse than disabling all (that is currently allowed)

So the old USE=* was implemented as a hack for repoman.  Repoman was later modified to use a different system (matchall instead of USE=*) and the hack was removed.  When users used USE=* they would get unexplained issues because the hack was a hack and not a full implementation.

I'll leave it to Zac if he wants to add the functionality back.
