In kde3.5, if I want to change the "Login Manager' settings:
Run 'control center' -> 'System Administration' -> 'Log Manager'
Click Administrator Mode
Change stuff, save, and quit.

In kde4, if I want to change the "Login Manager' settings:
Start console
run: kdesu systemsettings 
....

I don't think the standard operating procedure for a gui interface should include a command line step, and why show the things I can't change in that tool if there is no way to get to a point where I can change things?

An 'administrator mode' button in systemsettings would improve the gui as far as giving a user friendly interface to privileged mode configuration without having to to the kdesu dance to relaunch the application.
