Because python maintains dev-python/docutils.

Yes, so? If this is a bug in docutils, please report it upstream. It seems more likely to me that this is a bug in the glep tool.

I don't understand what you expect.

The initial comment links to a faulty glep. It contains some kind of a patch.
A patch to be applied to the "glep tool" which is installed as a gentoo addition to the dev-python/docutils package. The python team and the glep editors are CC'ed.

I don't know if there is a upstream (read as docutils) bug. But i doubt it because the doc says:

| _`pep_base_url`                                                                                           
|     Base URL for PEP references.                                                                          
|                                                                                                          
|     Default: "http://www.python.org/peps/".  Option:                                                      
|     ``--pep-base-url``. 

which contains a trailing slash and pep_base_url is used for "Requires" header field.

Some files in glep-0.4-r1.tbz2 contain CVS keywords. Where is repository of this tool?

I was just going to take the glep bits and make a new package; I have no idea why it was made a USE flag.

Is this package still needed? All GLEPs have been migrated to wiki syntax.

This shouldn't be a problem anymore with the revived docutils-glep.
