I'm not quite sure what exactly the bug here is, but please try again with 0.20.0. If the problem still exists, please be more verbose about it. The menu I don't find is on this screenshot: http://images3.wikia.nocookie.net/__cb20090828175453/gmpc/images/8/8c/00_gmpc_tagedit_queue_song_for_edit_from_playlist.png I've got the 'Tools' menu, but it contains only a 'Metadata selector', but there is no menu 'Queue songs for tag edit'. did you set the path to your music directory in the preferences?
