Last update of policykit needs the USE flag (policykit) to be set.
sys-auth/consolekit-0.4[policykit] is required by sys-auth/polkit-0.95 which is required by sys-apps/devicekit-power-013 which is required gnome-session and gnome-power-manager

When the USE flag is set, it requires to set policykit on hal.

Reproducible: Always

Steps to Reproduce:
1. Update to the newest versions
2. Set USE="-policykit"

Actual Results:  
USE="policykit" must be set.

Expected Results:  
Being able to use sys-auth/polkit-0.95 without the dependancy sys-auth/consolekit-0.4[policykit].
