RU system using ru_RU.UTF-8, but sys-apps/man contain system's messages in KOI8-R. Please, correct it. Regularly correct it - bad solution. This problem exist long ago.

Reproducible: Always

Steps to Reproduce:
1. Unpack sys-apps/man
2. iconv -f KOI8-R -t UTF-8 ..man-1.6f/msgs/mess.ru > ..man-1.6f/msgs/mess.ru
3. In file ..man-1.6f/msgs/mess.ru.codeset : codeset=koi8-r >> codeset=utf-8
