The Python matplotlib library has its documentation in
the file users_guide_0.91.2svn.pdf.  The ebuild tries
to download this file and fails - it doesn't seem to
be in the Gentoo archives.

Reproducible: Always

Steps to Reproduce:
1. Emerge matplotlib with USE=doc
2.
3.

Actual Results:  
Emerge fails.

Expected Results:  
Emerge succeeds.
