Bug 293270 – cupsd is 'already stopped' and 'already running' at the same time.

gentoo ~ # /etc/init.d/cupsd stop
* WARNING: cupsd is already stopped
gentoo ~ # /etc/init.d/cupsd start
* Starting cupsd...
* start-stop-daemon: /usr/sbin/cupsd is already running                                                                                                                   [ !! ]
* ERROR: cupsd failed to start

This happened after downgrade from cups-1.4.2 (with which I've had many problems) to 1.3.11-r1.

Please try to kill all cups processes manually and "zap" the service status.
Report back if this fixes your problem.

Yes, this fixed the problem, but this particular cups' case wasn't my point. ;)
I think it should be considered a bug in init scripts if they report a process as running and stopped at the same time.
