We should move and rename dev-libs/libpq++ to dev-cpp/libpqpp for two reasons:

1. We need to reduce the packages that use "+" characters.
2. libpq++ is a c++ binding for postgresql libs, therefore seems a prime
candidate to be moved into the more appropriate dev-cpp.
