The default configuration of klipper comes with an empty list of actions. This is a normal and working situation because it's a recently introduced functionality described here:

(basically klipper can automatically determine a list of apps that can handle a filetype).

With klipper >= 4.3.1 (I haven't tested KDE 4.3.0) a bug has been introduced in the system used to trigger automatically the actions. Basically no action is trigger until the list of action is empty.

I'm currently using KDE 4.3.2 and the problem still persists and is quite annoying. The problem has been already resolved in the trunk:

I have created a patch for klipper-4.3.2 (it needs some minor modifications for klipper 4.3.1) starting from the trunk.

The problem is confirmed with klipper-4.3.3 and the patch still solves the problem

Fixed in both main tree and overlay.
