Bug 290826 – Updated ebuld: www-apps/roundup 1.4.10

Attached is an ebuild for roundup 1.4.10, based on the 1.4.8-r1 ebuild in portage.

Changes:

- The patch for locales (roundup-locale-utf8.patch.bz2) is no longer needed; I couldn't see anything about it in the change logs but examining the .po files modified by this patch they clearly were changed in either 1.4.9 or 1.4.10.

- The license was changed from 'as-is' to 'MIT/ZPL'. The license roundup is released under did not change, both 1.4.8 and 1.4.10's COPYING.txt are clearly the MIT license (with some smallish portions under the ZPL), the older ebuilds are just erroneous in this regard.

- All arches ~'ed.

Works fine on amd64.
