Bug 289532 – sci-visualization/scidavis-0.2.3 won't compile without dev-python/sip, even if USE="-python"

I compiled scidavis. It asked me to install a bunch of packages: muParser, qwt, qt-assistant, gl2ps, qwtplot3d. scidavis was compiled with USE="-python"

Compilation crashed as shown:

Notice how it crashes in a sip-related thing.

I recompiled with USE="python". emerge asked for dev-python/sip, pygsl, imaging, scipy and PyQt4. It went well.

I changed python to be mandatory. If anyone has a patch to make it optional, please provide.
