Bug 288016 – dev-python/sip-4.8.2: sources are missing

For whatever reason, sources for dev-python/sip-4.8.2 are missing from home page 
and mirrors. This is a serious problem, since important often-used things depend 
on it.

Locally I worked around it by adding 4.9 version. The ebuild is attached..
(Note: it drops the python-3.patch, since it's already in the source)

Sources are on mirrors. I guess you use a broken mirror or something

As far as sip-4.9 is concerned, we've bumped it in qting-edge overlay but it breaks pykde4-4.3.1 compilation (haven't tried with 4.3.2 yet), so I doubt it'll be moved to the tree soon.

I've editted the 4.8.2 ebuilds to point directly to the gentoo mirrors.
