x11-base/xorg-server-1.6.4 fails to find adequate versions of some required packages in the configure stage.

checking for GL... configure: error: Package requirements (glproto >= 1.4.9 gl >= 7.1.0) were not met:

Package 'FixesProto' requires 'xextproto >= 7.0.99.1' but version of XExtProto is 7.0.5

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables GL_CFLAGS
and GL_LIBS to avoid the need to call pkg-config.

You probably have unmasked protos/libs from xorg 1.7.

Check /etc/portage/package.unmask and remove those entries.

The only entry in package.unmask is
=sys-apps/portage-2.2*

I get the same error, but:
-my keyword is ~amd64
-I have no /etc/portage/package.unmask at all (installed version of portage is 2.1.6.13)
-the package x11-themes/xcursor-themes gives me the same error. Could they be related?
