The gst-plugins-neon only depends on >=neon-0.26, but the configure script also checks for <neon-0.29. From the config.log:

configure:34239: checking for NEON
configure:34247: $PKG_CONFIG --exists --print-errors "neon >= 0.26.0  neon <= 0.28.99"
Requested 'neon <= 0.28.99' but version of neon is 0.29.0

The gst-plugins-neon ebuild should be updated to reflect this.

1. Install neon-0.29
2. Attempt to install gst-plugins-neon

I copied over the ebuild to my local overlay and changed the neon dependency to "=neon-0.28.6" to get gst-plugins-neon-0.10.14 to build.

Forgot to mention, I unmerged neon-0.29 and rolled back to 0.28.6.
