This patch is needed for the upcoming x86 1.4 maintenance release, which should
start hitting our mirrors in a day or two. You will also notice <tcolumn> tags
in this patch. Please leave them in. They are needed for generation of PDF
documentation and have been integrated into the DTD.

Note: the basic idea is that USE="bindist" hacks are no longer needed, as a new version of Portage (2.0.49-r4) has a major tbz2 bug fixed. No USE flag tricks should be needed, as tbz2s (with -r4) now use the USE flags they were compiled with to figure out whether to enable or disable RDEPENDs. So no more "cabextract" jumping in to xfree if you forget USE="bindist".
