A port of the traditional ex/vi package (supports Unicode).

Installs as /usr/bin/ex-vi to avoid conflicts with vi clones and symlinks created by eselect-vi; if this is added to the repository, eselect-vi should probably be updated so that ex-vi can be selected as the default vi implementation.

ex-vi is too old to be packaged. If you're willing to package it for Gentoo and update your ebuild, feel free to do so. In the meantime, I'm going to close this bug report. Thank you.
