I guess the problem is distutils eclass; is this fixable? (Hopefully, also in stable series)

It rather isn't possible to have working system without Python, so why does it matter whether sys-apps/file depends on Python?

pretty sure there is already a bug open about this.  at any rate, certainly not something to be fixed in file.
