Requesting a setuid USE flag for tcpdump.

While I understand and appreciate not installing tcpdump setuid by default, on most systems I end up creating a group that is allowed to run tcpdump, and chgrp + chmod 4110'ing the binary.  I'd like to simply set a USE flag and forget it, rather than having to redo that after each tcpdump upgrade.

I'll upload a diff against tcpdump-4.0.1_pre20090709.ebuild that abuses group 'tcpdump' for this purpose; a separate group might be called for.
