'emerge -uD world' upgrades kdelibs, kdemultimemdia, kdeedu and so on from 
version 3.1.2 to version 3.1.3. The next world update downgrades them back and 
so on.

Reproducible: Always
Steps to Reproduce:
1.emerge -uDp world -- you can see that the libraries will be updated
2.emerge -uD world
3.emerge -uDp world -- you can see that the libraries will be downgraded



Expected Results:  
publish the empty list of packages to be upgraded :)

The issue was resolve by recent portage update.
