Requesting permission to outright ban this address from contacting us (complete mail block, nothing inbound whatsoever), as well as closing their Bugzilla account.

Google indicates that his address turns up in several places, where all he does is leave behind an insult in English or Spanish. Nothing productive whatsoever.

The IP that the email actually originated from according to Hotmail was 189.139.30.237, which is in Mexico (and fits the profile of English and Spanish insults).

I see Mike already removed the user from the MLs.
As discussed in IRC, please ban him from our mail infra, but let him keep is bugzilla privs for the time being.
