i think it's a good idea to fix bug 272328 (what's relatively easy) before stabilizing icu-4.2.1, because otherwise emake will fail on icu.

Stable on alpha. Note that the test suite is *not* compatible with make -jN (for N>1), either.

I know i have to do this, its just that it still fails on ia64 and sparc...not sure about arm.

I'll stabilize the ones that work, though.

Fails on arm/ia64/sparc, works on s390/sh...weird.
