dev-tcltk/expect  and  net-misc/whois

try to install the files
/usr/bin/mkpasswd
/usr/share/man/man1/mkpasswd.1.bz2

Looks like once upon a time (bug 51353) dev-tcltk/expect was tweaked to avoid this problem. So, let's ask tcl/tk team to take a look at doing something similar in modern expect ebuilds.

can you try with an expect version that exists in tree, and reopen this eventually?
