Thanks for reporting this issue, assigning to overlay owners. Yes it does: /usr/share/polkit-1/actions/org.freedesktop.devicekit.power.qos.policy /usr/share/polkit-1/actions/org.freedesktop.devicekit.power.policy polkit-0.93 != policykit-0.9, it's almost completely different.
