sys-apps/hal-0.5.12_rc1-r7 does not emerge with sys-fs/udev-142 and newer, as that no longer contains libvolume_id. All users of libvolume_id need to switch over to libblkid from >=util-linux-2.16

That as already been handled upstream and we just need to bump hal.
