This is a new package for jspeex, a Speex codec library for Java. I need it for SipToSis but I'm not sure whether I'll create an ebuild for that since it might be tricky to build and requires a small download payment. Doesn't hurt to have this in the tree anyway. You can find the ebuild (0.9.7) in java-overlay. All tests pass.
