http://www.gentoo.org/proj/en/devrel/new-dev-training.xml has some info on
adding new ebuilds to cvs. this info should be added to the dev howto at:
http://www.gentoo.org/doc/en/gentoo-howto.xml


also, it should say that FEATURES must contain 'cvs' to run repoman scan

and that PORTDIR_OVERLAY must be set to the cvs working dir to run
ebuild <ebuild> digest.

The dev howto doesn't actually cover CVS usage much. The focus of the dev howto is ebuilds; the focus of the new dev training document is CVS usage. We assume that new official developers are already capable of putting together ebuilds.

I'll make those changes to the new dev training document tomorrow.
