As mentioned in bug #271091 comment #21, patch 640-psi-send-button-context-menu.diff does not apply if 130-psi-send-button-arrow.diff was not applied as well.
You should check for patch dependencies or warn about dependencies in general, and known dependencies in particular.

Thank you for report. I'll add the following note into rc3:

ewarn "Note: some patches depend on other. So if you disabled some patch"
ewarn "and other started to fail to apply, you'll have to disable patches"
ewarn "that fail too."
