When I press F1, F2, F3, F4, F5 in konsole show me
ABCDE

Reproducible: Always

Steps to Reproduce:
1. Run konsole-4.2.4
2. Run mc
3. Press any key of F1, F2, F3, F4, F5

Actual Results:  
[A[B[C[D[E in mc command line

Expected Results:  
Help, Menu, View, Edit, Copy - actions

Unable to reproduce

Look at Settings->'Edit current profile"->Input
Also don't forget to set valid keyboard layout for X.

Please next time report only issues that look like Gentoo specific and being *ebuild* problems.
