Same problem here. Without a RDEPEND for >=x11-base/xorg-server-1.6* there should be --enable-legacy-buttons. Maybe a IUSE would do the trick. http://svn.xmw.de/gentoo-overlay/gnome-extra/gnome-power-manager/gnome-power-manager-2.26.1-r2.ebuild does the trick for acpi/hal/xorg-1.5 fixed in 2.26.3.
