SETroubleShoot: User friendly utility for troubleshooting SELinux

to build this package the following new ebuilds are required:

bug fixes:
.) disabled 'failed to get filesystem list from rpm' exception 
.) disabled pyc compiling
.) fixed doc directory

the email notification is working, but the alert text should be gentooized
