the release version of the kernel and the release version of the kernel headers should be synchronized.
At the moment for instance the kernel supports DVB V 5 interface whaile the headers suport only up to version 3 of DVB interface

1.emerge --search gentoo-sources
2.emerge --search linux-headers
3.

Actual Results:  
different versions installed on the system

Expected Results:  
Kernel-headers being of the same version as current available kernel version
