kdiff3 optionally builds against libkonq, so lets make it optional in the ebuild.

Why, it already pulls whole kdelibs and stuff, the libkonq itself is so small that it is not worth flaging... Specialy not by kde useflag cause kde useflag means kde support and this package would have kde support even with -kde

Indeed, I've applied it with USE flag konqueror instead (same as net-im/kmess)
