adds new 3/doins and 3/newins helpers

This patch should be applied to new 3/doins and 3/newins helpers initially created by `svn cp bin/ebuild-helpers/{do,new}ins bin/ebuild-helpers/3/`, so as to keep the history around.

Thanks, this is in svn r14625 (I  added EAPI conditionals in order to share code between all EAPIs).
