qmail-scanner configure script include a test for maildrop 1.0.

Since I have updated to maildrop 2.1.0, the test detects it and I get an empty qmail-scanner.pl file. 

The problem is at line 1830 of the configure where it tests for the string 1.0 which isn't the whole version number.

Steps to Reproduce:
1. Install maildrop 2.1.0
2. Install qmail-scanner
Actual Results:  
Blank qmail-scanner.pl

Expected Results:  
Complete qmail-scanner.pl
