We need this now to package.use.mask USE libffi in sys-devel/gcc to prevent wrong linking.

To test, please unset USE libffi in sys-devel/gcc.

Leaving it to the Java Team to add CC for arch's.

Adding arch's. Really need to package.use.mask libffi in sys-devel/gcc asap, it's a pretty major qa violation as is.
