The OpenHBCI library can optionally use a chipcard plugin. To use the library
libchipcard in newer openhbci versions the OpenHBCI-DDVCard plugin is needed.
Also the newest OpenHBCI version is now 0.9.13. The plugin is available at the
same place as OpenHBCI and is available in portage as 
net-libs/openhbci-plugin-ddvcard

we already have an ebuild for openhbci-plugin-ddvcard. so where's the problem?
I just bumped openhbci to 0.9.13

I believe this is not needed;
DEPEND=">=sys-libs/libchipcard-0.8"

Specifically the libchipcard dep, my comment is really that I think you would only need libchipcard when you are using openhbci-plugin-ddvcard. I've always compiled openhbci here without libchipcard and it hasn't affected it.
