The "blockers" you see are soft blockers ("[blocks b ]"), not hard blockers ("[blocks B ]"). In certain cases (like this one), portage can, and will, automatically resolve them, by removing the old package. The actual issue in this case seems to be that the -r2 is in a different slot than -r1, but they can collide, so the old slot is blocked.
