When building the glibc-headers the test for -z relro option fails.

Reproducible: Always

Steps to Reproduce:
1. emerge -S -s1 -t sparc64
Actual Results:  
...
checking for -z initfirst option... yes
checking for -z relro option... no
configure: error: linker with -z relro support required
