It doesn't really use IPv6, it just reads the config values + default values. In this case it is "use-v6-udp-ports". It also doesn't listen on any IPv6 addresses or interfaces. To me it looks like they just didn't check for IPv6 support when setting the default values or the default internal zones. So it doesn't ignore the ipv6 useflag.
