sys-apps/file should have python as rdep if USE=python,

during cross compilation python not always installed when file compiling.

Reproducible: Always

Steps to Reproduce:
1. emerge-wrapper --init
2. USE="python" emerge-cross file
Actual Results:  
compilation failed

Expected Results:  
compilation shouldn't fail

Dependency on Python was unconditional.
