when I do ` emerge --update --deep --newuse world', emerge tries to install sys-apps/man-pages-posix-2003a, which is blocked by already installed man-pages-3.20.



Reproducible: Always

Steps to Reproduce:

Actual Results:  
the result is that it doesn't solve the blocking, and doesn't emerge

a question: since it's an update, why is sys-apps/man-pages-posix-2003a required for new install? is it because it's needed by a to be updated package? if so, can I safely unmerge sys-apps/man-pages-3.20?
does it all happen because I changed my localisation since install?
