What started as a version bump of libmemcached from 0.28 to 0.28 ended up in a little house cleaning:
 * Removed a bogus dependency against perl
 * Now supports the test feature (two patches needed, one for not running test memcached as root and one for not doing a "stupid" diff of memcached output which almost always will fail)

Ebuild and patches attached,

Adds -u to memcached spawning

I chose to use -u memcached since our gentoo install adds that user. Since this package depends on memcached (mainly for headers) we should be safe.
