sys-apps/x86info does dodoc over a file which doesnt exist.

+  Remove ChangeLog from dodoc wrt #265591, thanks to Victor Ostorga. Make
+  use of toolchain-funcs for CC.

The package still ignores LDFLAGS.. The Makefile needs a patch for this, but this bug is fixed. Closing.
