On page http://www.gentoo.org/doc/en/handbook/handbook-amd64.xml?part=1&chap=2 we can see sentence:
You should check the Gentoo AMD64 Project Page before proceeding.
Click on 'Gentoo AMD64 Project Page' redirecting to http://www.gentoo.org/proj/en/base/amd64/

But the same link on polish version guide, redirecting to http://www.gentoo.org/proj/pl/base/amd64/ - page with 403 error.

It's not redirecting, it's telling you you can't view the dir content, normal behaviour when no index file exists.

Okay... well somebody should make this page in polish language. But it isn't important.
