dev-dotnet/pe-format-0 has trivial typo in it's ebuild. newinitd and newconfd functions only get one argument instead of two. I'm thinking that portage ebuild-helpers have changed and started reading quotation marks as they should be read.

Steps to Reproduce:
1. Try to install dev-dotnet/pe-format-0
2. Watch it fail
3.

Please attach diffs when you did changes to an ebuild. That would be much more
handy for our devs.
